Relief to fire victims at Janbo
YINGKIONG, Feb 10: Parliamentary Secretary PWD Alo Libang accompanied by ZPM Nyokgon Nitik and senior public leader Tadum Libang visited Janbo village today and met the victims of the fire accident of February 5 last.
During his visit, Libang provided relief materials like CGI sheets, blankets, utensils and some cash to each of the three families. He also assured to continue to extend help and cooperation to the people in such emergency situation.

ASU demands land allotment for all govt. schools of Ziro valley
ITANAGAR, Feb 10: The Apatani Students Union (ASU) has expressed concern over encroachment of school land in the Ziro plateau. Members of ASU toured various schools and found out the encroachment problem. Union also claimed that they have prepared sketch map of the school boundaries by inviting representatives from dept. of land management in presence of SMC, ZPM, ACP, federal unit of ASU and principals/head masters.
ASU has written to the Deputy Commissioner to immediately issue land allotment to all the schools to avoid further encroachment of the school lands. Further they appealed for fund from untied fund to construct boundary pillar at govt. higher secondary school, Ziro, which faces serious threat from encroachers.
Committee expresses dissatisfaction over poor quality road construction
ITANAGAR, Feb 10: The Dokum Colony Welfare Committee have written to Chief Engineer, Public Works Department alleging that ongoing construction of road to minister Bungalow, Hill Top Colony via Dokum Colony is not being done properly. The committee alleged that due to laying of thin bitumen substance, the newly constructed road is getting destroyed and it will not last for long.
The committee has appealed to the Chief Engineer to initiate action so that contractors construct the said stretch of road in proper manner.
Awareness programme on NMSA
ITANAGAR, Feb 10: An agriculture item distribution cum awareness function was held at Chiputa village yesterday by District Agriculture Officer (DAO), Papum Pare District. On the occasion Tana Dali, ASM Chiputa and all the selected beneficiaries were present. Items like Pine Apple Sucker, Banana Sucker, Piglets, etc were distributed to the beneficiaries under the National Mission for Sustainable Agriculture (NMSA). Training cum awareness function held simultaneously dealt with silvi pasture, water harvesting structure, apiculture, repairing and maintenance of fish pond etc. All the programmes were coordinated by Bengia Soping, Agriculture Development Officer Doimukh.
AKSU draws attention of DDSE
ITANAGAR, Feb 10: The All Kimin Students Union (AKSU) has written to deputy director of school education, Papum Pare district drawing his attention towards various problems plaguing Govt. Hr. Sec. School, Kimin. The Union claimed that even though, the sschool was upgraded long time ago it is yet to have basic amenities for smooth running of the classes and other activities. The infrastructure still does not meet the demands of the students.
AKSU in a letter to the DDSE has specifically mentioned three important issues concerning the students. Though the number of students has been on rise since long, furniture for accommodating them in specified classrooms are yet to be provided to the students causing immense trouble to both school authority as well as students. They have sought minimum of 150 pairs of desk and benches for the school at the earliest. The union also claimed that school is in dire need of sanitation facilities for staff members and the students. Due to shortage of fund toilet both for staff and students could not be provided. Lastly AKSU appealed for bed, table, chair etc for the girls hostel.
Final Phase of training imparted to Sector Magistrate/Polling Personnel
AALO, Feb 10: The second and final phase of training to Sector Magistrates and Polling Personnel for 27th Liromoba bye election was held at Aalo today.
The training laid stress on hands on EVMs, mock poll, maintaining of Presiding Officer’s diary, EVM accounts etc.
Addressing the gathering, the West Siang District Election Officer, Pige Ligu asked the Sector Magistrates and Poling officials to discharge their duties effectively to ensure a smooth bye election. They should understand their role and responsibilities, handling of EVM, dos and don’ts through training imparted to them time and again, he said.

Uma Bharti assures Centre’s support to Arunachal
Tuki pleads for Centre’s initiative to exploit ground water
ITANAGAR, Feb 10: Union Water Resource, River Development and Rejuvenation of Ganga Minister Uma Bharti, who was here on two days visit to the state capital, have assured all possible help to Arunachal Pradesh.
She assured this during an hour-

lot of effort in maximizing the green cover by providing alternatives to the farmers
to wean away the traditional dependence on forest. Irrigation is one major alternative
through which farmers would be localized at a permanent agricultural land with assured
irrigation facilities; he said and requested Uma Bharti to consider for central grant
under Accelerated Irrigation Benefit Programme to the tune of Rs 200 Cr to the state
for the year 2015-
Chief Minister further requested the visiting dignitary to reconsider the funding pattern on Command Area Development & Water Management programme to 90:10 from the existing 50:50 ratio of state and central share. He reasoned that the State has unique topography as compared to the plain States of India and the investment cost per hectare for Command Area Development & Water Management programme is much higher than that of other States.
Revealing that Arunachal Pradesh is in the safe zone with respect to extraction of ground water which is barely 0.07% as compare to 58% national average, Tuki requested the Ministry of Water Resource to launch a special central programme to exploit ground water which could substantially meet up the drinking and irrigation requirement of the people. He disclosed that the State is ready with construction of 10,700 wells at the foot hill belt with an estimated cost of Rs. 550.00 crores and urged the Ministry to consider the project.
Chief Minister also requested to allocate enough central grants under Flood Management Programme for which 23 basin wise DPRs amounting to Rs. 574.86 crore have already been submitted to the ministry.
The Union Minister was also urged to expedite clearances of Hydro Electric Projects lying pending with various ministries.
Assuring all possible help and assistance, Uma Bharti extended gratitude to Chief Minister Nabam Tuki for the warm hospitality rendered to her entourage. She said that the state was marching ahead on right track and her Ministry would extend all possible assistance whenever sought for.
Two arrested Arunachal women released
ITANAGAR, Feb 10: Union Minister of State for Home Kiren Rijiju today spoke to Assam Chief Secretary during a security review meeting at Guwahati and asked him to ensure immediate release of the two Arunachalee women arrested from Dullungmukh by Assam police. MoS Home expressed serious concern over arrest of the innocent Arunachalee women. DGP Arunachal was also present during the meeting.
Two innocent local tribal women namely Nido Yakum and Bini Yujum from Dullungmukh under Lower Subansiri District were arrested by Assam police from their agricultural field within the territory of Arunachal during last week of January. Both of them have been falsely booked under various section of the Forest Act and charged under non bailable offence.
“The officers posted along boundary area should not indulge in such kind of activities which can have adverse effect on the relation between two states. Assam officials should not harass innocent Arunachalee citizens,” Rijiju told Assam CS during the meeting. While urging him to immediately ensure release of the two women, MoS Home also asked the Assam CS to make sure that in future too Assam officials posted along boundary area don’t repeat such mistakes.
The Assam CS took serious note of the issue raised by MoS Home and assured to look into the matter urgently. The issue of the arrest of two women was brought to the notice of the MoS by Arunachal unit BJP leaders during his visit to the state.
Meanwhile, the two arrested Arunachal women along with five others have been released from North Lakhimpur jail today. This was informed by Papum Pare DC Tai Kaye who held a series of meeting with DC, SP and DFO, ACF (North Lakhimpur) for last three days for release of the arrested women. Dini Tilen, EE PWD, Arunachal Pradesh was also present during the meeting. During the meeting, Tai Kaye urged upon the Assam counterpart to bail out the two women and 5 others who were arrested under alleged forest case. The DC highlighted Local Boundary Commission Report and latest boundary case subjudiced in Supreme Court of India. The DC reiterated that people of both Assam and Arunachal living along the boundary area should be taken into confidence for amicable solution of any problem instead resorting to unilateral action from any side in boundary area.
In the meeting, it was retreated to cooperate and coordinate in the larger interest of both the states. Police and forest officials were also urged to inform the DC before taking such step.
The Papum Pare district is sharing a distance of 127 KM long boundary area along North Lakhimpur and Sonitpur district of Assam.
Prog on protection of plant varieties and farmer rights
ITANAGAR, Feb 10: An awareness cum training programme on Protection of Plant Varieties and Farmers’ Right Act’ 2001 was organized by KVK, Lower Subansiri district on 9th February at Hapoli.
District Training Officer (PD, ATMA), Lower Subansiri, Gamwang Hocha, appreciated the PPV & FR authority and KVK, Lower Subansiri district for organizing the programme at Hapoli and requested the farmers to apply for registration for their unique crop varieties.
A C Sarma, Deputy Registrar, PPV & FR and Mukul Srivastava, Associate Professor, CAU Pashighat in their speeches assured to help the farmers for protecting their unique crop varieties.

BJP should learn a lesson from the defeat
Aam Aadmi Party (AAP) has created history by winning Delhi assembly election with thumping majority. AAP made clean sweep by winning 67 out of 70 seats. BJP won 3 seats and Congress could not win even a single seat. Even though exit polls have predicted win for AAP but the manner in which they decimated BJP has shocked even the hardcore BJP supporters.
Prime Minister Narendra Modi along with host of union ministers and Members of Parliament from BJP had campaigned rigorously in the national capital. Party had virtually made it into kind of referendum on Modi govt. The scale of defeat will have disastrous effect on BJP and it ends the aura of invincibility built around PM Modi. Most political analysts believe that BJP paid price for carrying out divisive politics. Also most of the BJP leaders including their ministers sounded arrogant and it did not went down well with the voters. The party which won parliament election on the promise of development for all has miserably failed to live upto expectation. The citizens of Delhi have taught a big lesson to BJP.

Dear Editor,
Through your esteemed column, I would like to send my appreciation to the police
team of Naharlagun. At around 4 PM of Feb. 7th 2015, we were enjoying ourselves at
Malabar hotel Naharlagun. Suddenly, we saw that around 2-
I was helpless as I was not getting any other idea to save that poor boy so without wasting more time and with very less hope I dialled number 100. To my utter surprise police operator picked up my call in just one ring! I explained to him about the situation to which he responded very politely and assured me that police team will reach the place.
We were waiting for the police and somewhere in our mind we were thinking that police never comes on time but we were wrong this time. Amazingly, Police team reached the place just within three minutes of calling them and we saw police team arresting the culprits.
A possibly very volatile situation handled in an excellent manner. For the demonstration of such a good service, I would like to thank the entire police team of Naharlagun. I hope fine people of Naharlagun appreciate the fine staff members of police team. Keep up your good works. Jai Hind!

Extra pre paid charges
Dear Editor,
Through the column you esteemed daily, I would like to know the system introduced by BSNL (Bharat Sanchar Nigam Limited) in Arunachal Pradesh.
Every time when I recharge my prepaid BSNL number, they charge us more than the MRP (maximum retails price). This culture of charging extra money is being carried out since many years, if I am not wrong. We don’t know the logic behind charging extra bucks from the consumers. Whenever we ask the shopkeepers why they charge us extra, they say that to make up for extra money spent on the cards!
Everyone is busy with their jobs so no one is bothered to object to customers being charged with extra money. None of organisation till today has come to fight this unwanted culture. I hope to enjoy the services of BSNL without any doubt.
